Just because you don't understand why they give one deposit or withdrawal a certain point (lite) value and another deposit or withdrawal a different point (lite)value is no reason to call the process "arbitrary". I can easily concede they have "some" set of standards they go by internally.
To answer your question I think RCI should set the values. But as you and I concede that they have some set of standards they use to determine the numbers what is the big problem with letting your customers know what they are. That is unless they don't really consider exchangers to be customers.

The question that keeps coming to mind is if everything is above board then why would you be concerned with being more transparent?
Well, I'm pretty sure RCI's pricing formula is also "(Cost plus profit equals selling price)". Their "costs" are know to them and I'm pretty sure that somewhere their profits are a matter of public record (since their parent Wyndham Worldwide Corporation (NYSE: WYN) is a publicly held corporation.

So what you really want is for them to reveal their costs. Many business's (even Macy's) are reluctant to reveal too many of their accounting details so as not to loose a competitive advantage. I don't think they can be forced to do so, at least not by you or I.

It sounds more and more like you should be complaining to your congressman.

I don't want them to reveal their cost just the standards for determining TPU's

And I want Macy's to reveal when all their "one day" sales will be so I can plan... just about as likely.

Google "history of corporations" for a quick lesson on what makes corporate America stand up and pay attention ... I would provide a link but I might get busted

The question still stands...If you are not hiding something why would you not be more transparent.

And the answer still stands - because they (RCI) sees no value in doing so.

I'm going to wander off now -
