We were leaving after a week at Wyndham at Lake Marion in SC, and lo and behold, there were no luggage carts...after an hour, still no luggage carts. So we went on without one, carting things to the elevator and then to the car. People apparently thought they wouldn't get one this morning so they held them in their room...thanks a lot!

When we had our van, and did drive-to destinations, we took our own . . . a collapsible rolling clothing rack with a plywood luggage shelf.

I've seen this before and am amazed that there are people who only think about themselves. Hey, if their flight is so early they have to leave the resort at 04:00 then fine, I can almost understand that and the carts should be back in use long before the vast majority of the resort needs them. But that's not typically the case.
With the advent of extra luggage fee's at airports we've become pretty adept at packing lite nowadays. One checked bag, two carry on's and the camera bags. If I work at it I can get it in one trip. Most of the time I'll either make two trips or, I'll load what I can the night before.
Other similar behaviors are those that drive as if they are the only ones on the road, drive 50 mph on the highway because they're to involved in their phone conversation or texting and people who jump up at the gate and block everyone else when first class boarding is called, even though they're in group 6.Our timeshare and other photo's at http://dougp26364.smugmug.com/

Per your oft stated opinion, there's no reason for a timeshare to operate any whit differently from a whole ownership condo. Accordingly, luggage carts is simply a frill that any well-managed timeshare will not have.
In fact, I'm surprised you didn't point out that the presence of luggage carts at a timeshare documents the malfeasance and corruption in the management of the resort. And that some diligent owner (but not yourself, for reasons you haven't made clear) should use the presence of luggage carts as the basis for a lawsuit against resort management.“Maybe you shouldn't dress like that.”
