We are brand new to this, having just acquired a timeshare that requires us to bank or use our week 15 asap. My questions is this: Our home resort is affiliated with Interval International and states that we need to bank with them. I've heard we can bank and exchange with anyone. If so, how do we do that? And which is the best Exchange Company to go through?

You can exchange with the smaller companies. Since it is so close to the check in date, you should call around and see who will take it.

As to the two affiliation based exchange companies (RCI and II), you are restricted to ones with affiliation with your resort, which seems to be II.
However, you are also free to use any independent exchange company which would accept your deposit. Some like SFX are strict on what they will accept. Check out these:
