What if someone exchanges for a provisional deposit? Does that mean they don't have a confirmed week unless the original depositer makes an exchange? Who wants that?
It sounds like Redweek is having a hard time overcoming the critical mass problem of an exchange company.
They had the right idea in partnering with someone with inventory like DAE. But, they partnered with someone who has nothing but dogs weeks in the market most timesharers on redweek care about..... the good ol' US of A.
I believe that this exchange venture will be out of business before the end of the year unless they get access to some decent inventory in the US market.
Yes, that means they need to sell their soul to some developers who will give them free inventory to get the exchange cycles going.

Inventory is King, and if Redweek wants to rise above all the other independents, they need to
- much improve the search facilities on their website
- get more inventory

If Redweek wants to grow this side of their business, they have to invest, and you mention developer weeks, and/or
- they can use some of their exchange fees to rent weeks and deposit them into their pool
- they could build in a margin in their exchange pricing e.g. if they obtain a week from me for 1000 points, they could ask an exchanger 1200 points for that week
The best way to fix this point system (or any other point system or airline miles system etc etc) is to tie it to money. I noticed a while ago that American Express Credit Card reward points can be redeemed for cash or bought for cash, and while the margins far exceed what is paid for say, currency exchange, it does give people more options.

$15 / year membership fee (membership required if you want to see / respond to rental, sale, exchange ads). Significant cost (per ad) to place rental or sale ads.
Exchange fees in their fledgling "exchange" program are slightly less than RCI / II, but at present RedWeek has very little (....and I'm being kind) in the way of desirable exchange inventory. You can "search first" before depositing in their exchange program, but thus far such a search yields nothing of any interest (at least to me); your mileage may vary.
