We own at Foxrun and we've had no problem depositing our owned week (the week on our deed) with II. We could just as easily deposit it with RCI or DAE. Foxrun is managed by VRI.
But it seems like you don't own this Foxrun week and you didn't use a VRI week to get your Foxrun reservation. Since it's actually an outside agreement (with BlueGreen?) that evidently allows you to reserve time at Foxrun, that agreement or contract may legitimately restrict how your reservation is used. When you booked this week, perhaps it was like booking a variation of an internal or external exchange??
Apparently, the agreement by which you did this does not allow people to use an exchange-type reservation to try to get another exchange through II, possibly stair-stepping up in trade-power and using an outside company's affiliated resort to do so. That's not really discrimination, it's preventing non-owners from benefitting from a good resort's trade power (which may be supported by good management of the owners' paid MFs).
We love to get a good deal and great exchanges as much as the next person. But them's da rules, at present anyway.
BTW, it's not that hard to locate a well-priced Foxrun week for resale. Many of them even get an AC with "deposit first" at II. Check the classifieds here and you'll see what I mean.
We get II AC's with CMV UDI white weeks who's housekeeping fees cost us a heck of a lot less than the Fox Run MF's to use for II exchanges.

Good deal, Bruce! Are the underlying white weeks strong traders? Why hasn't II upgraded those weeks to red? It seems like they are so slow to acknowledge that kind of thing.
To the original question by the OP... have you called back Bluegreen to ask what the problem is? Since they secured your week, they ought to be able to explain this.
