I believe the taxes are assessed by the locality and I know of no state or locality where real estate taxes are not charged. Mexico has an asset tax in lieu of property tax.
Property taxes can be a factor when purchasing a resale.. An example would be the Wyndham Vacation Club system. The Grand Desert resort in Las Vegas has much lower annual assessments than Fort Lauderdale affiliates, and property tax plays a part in that.
Realistically though, it's probably more prudent to look at the overall annual cost (and the recent history of fees at that resort if available) than simply the property taxes, as those generally make up just a small portion of the assessment billing.
It's also VERY important to double check fee information you find on a resale advertisement. It's unfortunately pretty common for sellers to look at their bill and only post the maintenance fee portion of the payment (leaving out fees such as club dues, reserves, replacements, taxes, etc).. Lower fees make the ad more attractive to buyers who don't know better...
Underquoted annual assessments is a common complaint of eBay buyers..
