Tony...how hard would it be?? There isn't enough space in this forum to explain how hard it would be! People do not realize how high the cost is to operate an exchange company!
The 2 big exchange companies have a lot of overpaid executives that make things more expensive, plus they make things more complicated than they need to be.

Unless you can procure a lot of decent upfront inventory in your exchange system, people are not going to want to sign up and pay a membership fee unless they know what is available.
RCI and II get developer inventory from various companies annually to seed their exchange and rentals. They also have agreements for bulk deposits of owner inventory bases on what the developer anticipates owners to deposit at many resorts. They also have the sales and HOA's directing owners toward the big 2. An unknown, not so much.
