This just arrived from RCI, indicating that any member can sign up a non-member for EVs and LCs:
The RCI Guest Pass* is a great idea if you have purchased multiple Guest Certificates for the same person in the past, or if you know someone who might enjoy the benefits of timeshare resorts.
The Guest Pass allows you to add someone to your account and they will have the ability to confirm Last CallSM and Extra Vacations on their own! You no longer need to call on their behalf, nor do you have to buy a Guest Certificate each time.

That will be less costly then owning when you consider the up front costs. And you won’t be stuck with fees for years to come, should you want out.
There are no maintenance fees, this way.
You should be able to switch locations if you want to go somewhere else? Even when you own, availability is not guaranteed.
Btw, take what you read as rudeness, as simply the way some folk talk. They aren’t really mean. To explain things in great detail would be less harsh. We just try to be to-the-point and that might make for Rudeness, in your book.

No. The opposite. All you have to do is be referred by a member to use EVs and LCs.
FWIW, there needs to be an assurance that the referred non-owner has a totally separate ID from the member, and cannot access the member's account in any way. Agreed?
But we all know Cendant/RCI's history of opening the door a crack and then abusing it. Based on past breach of faith, aren't we justified in suspecting more down the road, such as access to the exchange pool?
Whose guarding the hen house? Whose watching the fox?

You could let us know specifics of when and which resorts you'd like to visit and there are many here that would gladly keep an eye out for it and offer it to you, with a Guest Certificate, at cost.
Letting someone whom I barely "know" have access to my account; and trusting RCI to get things right; is not something I would do.Lawren

Sorry, I did not myself clear. I mean to ask OP if the test to seek get in without being a TS owner failed. Otherwise, she does not need to ask anyone to assign her as guest member.

Leca says that she has a good friend who is an RCI member, so if her good friend is as well informed as we all are, that should take care of that.
It also means that we will likely not find out if a non-owner can just call up and get a membership that allows them to access EVs and LCs. But, using logic, it is not much of a stretch to assume that if they let non-owners do that just because they know a member, that they would not turn down a non-owner just because they don't know a member.

And, since they allow non-owners to be pseudo-members, to purportedly use EVs and LCs, it is not a far stretch for those pseudo-members to have Spacebanked weeks transferred into their pseudo-membership account, so that they can access the exchange pool just like owner real-members.
The exchange company cannot say, "We would never do that," believably. They already do that, allow non-owners to use prime weeks intended for the exchange pool. Why would they not do it since it obviously does not run against anything they believe in?
