Difference between Registered and Certified Mail. Registered Mail is secured at all stages throughout transport, which allows it to be insured. That is why jewelry and other high value items, including securities, are often sent this way. Certified Mail is tracked, but not throughout the mail system. Certified Mail is what most states require for rescission notices, as it provides a proof of mailing. There is a presumption that items place in the US Mail system will be delivered.
