I have the following:

Unredeemed DepositThis unit has been deposited and is available to exchange immediately or to place an exchange request.
Expires: 28 April 2010

Do I have to start or end my exchange on or before April 28, 2010?

I believe you have from today's date until the check-in date of April 28, 2010, to place a request.

Don't get confused if II changes your request to the previous Thursday (April 22) for your end check-in date. Their computer automatically goes to the Thursday, usually the first check-in date, but you can still be matched to Fri, Sat, Sun, etc., on both ends.
