In you opinion, which websites have the best exposure for an owner to sell or rent their timeshare? I don't mind paying a small fee if it attracts a serious buyer or renter. Do you list on more than one site ? Thanks!

There are specialty sites that get more quality hits than the general ones. An example is Ken Hodl's www.mexicondo.com where the Royals are the featured items for rentals and sales. I've seen much more activity come from an ad at a specialty site than the general ones, and a lot less spam too.
I've made ebay purchases before and perhaps would purchase some timeshares but right now I'm reluctant as I don't know much about how to consumate the sale with transfer of ownership, etc.
if you buy a timeshare from an owner, how do you do this? Perhaps someone who is savvy on this would post the step by step procedure with as much details as possible. I'm sure there are others like me who would appreciate such valuable information.

It depends on the resort. Some can just transfer the membership when it is a lease or RTU (Right to use). The resort will usually handle this for a nominal fee. If it is a deeded property then you should use a timeshare closing company that specializes in this such as www.timesharetransfer.com
They charge app. $300 to take care of the paperwork and hold escrow. There just needs to be an element of trust between the buyer and the seller. Hope this helps.

I would trust people who have posted a lot here or at TUG too. You get the feel for a person if they are honest or not from their posts or dealings they do and write about. This is why reading the timeshare boards is so beneficial besides learning a lot too.
I would try to find someone located in the state where the timeshare is located to handle deed preparation. I saw a deed for an OBX timeshare prepared by one of the national closing companies located in another state that lacked one of the requirements for a valid deed in North Carolina. This particular requirement has been abolished in many (perhaps most) states but is still necessary for validity of the deed in NC. That company's deed was probably fine in the home state of the company, but not in North Carolina.
Unfortunately, it was also the type of defect that would not cause the Register of Deeds to refuse recordation, so the deed was recorded and the buyer probably thinks his transaction has given him good title. Unfortunately, it hasn't.
Why can't someone photocopy the original deed a replace the grantor, grantee and the dates. If the original was adequate the altered copy should fine too.

That would probably be safer than having an out of state attorney do it, as they may do a deed that is perfectly fine for their state but not adequate for a different state. If someone does a ''homegrown'' deed like that, they should never assume that ANY detail is insignificant. The best solution is any attorney in the state involved. A couple of OBX resorts have NC attorneys who are members who will do deeds for other members at about half the going rate for deeds and throw in the land transfer affidavit free.
