Well, some of this is going to be that the world changed - people don't build relationships like that anymore, they are way more insular, hurrying about their own doings. How often do you see posts about "what is there to do?" that goes along with the constant-stimulation needs of families today? I'd be content to just be on the beach day after day, with no particular goals or schedule, but I understand that plenty of people would be bored silly by that. It's a GO GO GO world for lots of people these days, so even the own to use folks, I don't see them re-establishing rapport by the pool every year.
We don't typically so much as strike up a conversation with other guests at a resort, and don't really care to. But, that's just us - we go for our own reasons which is partially to do our own thing, plus R & R. Sure, we have on occasion chatted with someone or another, but it is rare. Mostly, vacation for me is to get away from people in general since my workweeks include too many people.
I think you are right that the smaller resorts are more likely to inspire this kind of thing. If you see the same people every year it would be likely that a person would begin to know the other families. While it may be the majority of people in your area, I don't think it extends to the larger timesharing population. How can RCI have so many exchanges if most people own to use? I don't really follow the stats, so what is the exchanges/members ratio for 05?
I can see how the diminishing groups of people you come to know can bring a sense of longing for a bygone era, but I don't think today's families are about the commeraderie of strangers. It doesn't even happen much in neighborhoods anymore (at least, not where I live - what happened to "the village"?), so I don't expect it at a resort far from home.
I understand that for you and many others, resorts included in a mini-system network are not to your choosing, but there are those of us that are happy enuf bopping around amongst 50 without having to always rely on an outside company for our reservations (and I like not paying to get each reservation!). This simply comes down to personal choice. I certainly have to go outside of the network to go to Europe or Canada or Mexico, but I can also choose what to deposit for trade, giving me some control over my trading power.
