I can;t really answer that, but I do know that I skip right past the featured listings, becuase I want to see all the listings and I'll be looking at the same one twice if I start at the featured ones.

It seems as if 1/2 of all ebay listings are featured.

I agree with CaliDave..I skip right by them also. Especially the timeshare listings; I don't think it necessarily brings attention to them, there are so many.
I just read the regular listings or I do a search for exactly what I'm looking for.
