I'll check, but this is where I get confused. I'm not sure if she/we can get a credit card from a Canadian bank if we aren't residents of Canada.

Doing a very quick look at information on the RBC Visa website, it looks like there is a foreign transaction fee if the card is used in the U.S. That wouldn't be a problem since we would just be getting it for emergency use while she's at school.
