Switzerland would be the best option, and if I were looking at UA's route network, I would start using Zurich as a main European gateway rather than Frankfurt and Munich. SAS Scandanavian airline could transfer its TATL (trans-Atlantic) flights from Copenhagen, which is in EU member Denmark to Oslo, in non-EU country Norway. It is too bad that Jersey, Guernsey, and the Isle of Man do not have airports capable of handling TATL traffic or they might be useful as gateways for BA and Virgin.
This tax might even make Aeroflot worth considering.
