Nothing new. This has always been a recommendation. You sound like dh when he goes off on one of his similar rants. Pretty amusing. Not what happened to your wife, just your reaction.
That happened to us in Hawaii. When we called the bank during business hours, they told us to let them know ahead of time if we plan on using the card out of state in the future. I miss Traveler's Checks.
Same thing happened to us last month in Florida. One of our daughters that was with us, worked at a bank and said that FL is a target state for credit card companies and you need to let them know in advance if you are traveling there. First that I had this happen to us and we do a lot of traveling. I always contact the credit card companies if we were traveling out of the country, but never did for traveling inside the USA. Now have change and any travel that is not close to home, will contact them - hope I remember!

Interesting. I've been to FL several times over the past couple of years since dd was attending school there. I never notified my credit card company, and never had an issue. But then, I don't seem to have problems with my card, where my dh seems to constantly have problems with his. We have separate accounts, both with the same credit card company. Maybe they just like me better.
Just had our Citi Mastercard declined when trying to pay for our rental car in California. We used our Citi Visa card and called the company while riding to timeshare. Why would they decline one card and let us use the other card. Makes no sense to me and I told them as much!
Even though my mailing address for my credit cards and ATM cards is here in Europe, I still have one that periodically flags my card and I have to call them and get it unflagged. They explained that their system is unable to take an approval for foriegn use for more than 3 months at a time. The bad thing is that this is the card I use almost exclusively for transactions outside the US.

Your both probably using the same account at the same time in two different states. When they see that and, if they don't have a notation to expect to see charges in two different states at the same time, they're going to lock the card until you tell them it's OK.
Twice we've had our card identity stolen. Not the card but the information on the card. The thief made their own card with our information. The CC company stopped all charges when they pick up that I'm in KS and someone else is making charges halfway across the country.
Anytime you're card is used in two different states at the same time, they're going to notice that unusual activity and put a hold on the card until you call them.
not only did it happen to me, but it happened when i was trying to pay for the rehearsal dinner the night before my son's wedding First time we met the inlaws too, quite an impression.

Yes, I charged lunch at the country club at home the same time DW was trying to buy half of Wal Mart in FL.
My rant might be because the 20-plus years we have been going to FL and this has never come up.
Plus, on the day I was leaving for Florida in June, we were notified that our account (at that time) had just been used in Georgia, so we are probably on some sort of hair-trigger watch.
We got it cleared up and she got half of Wal Mart bought.

I only notify the cc companies when I'm leaving the country. My spending pattern is so random because of all the travel we do in the US for leisure and business that I guess they are used to it. The only travel related decline was at a Metro station in DC once. I just pulled out a different card and called about the problem one that night.
I've been flagged for other reasons, such as the time I was using ff miles to book tickets to Hawaii and they were coming from four different accounts, so I had four different charges for fees.
