    I think the reasoning is that Italy is a hot spot, which resulted from lots of business connections and therefore travel between it and China, the same thing that happened with Iran. Italians can travel without border checks throughout the EU, which is why all EU countries, including Lithuania which has no reported cases so far, are included. When the large scale outbreak in Italy happened, Austria stopped trains from Italy at the border, but did not block roads. France briefly stopped buses, but then decided open borders were more important than public health and quit stopping anyone. Even when it was in the EU, the UK never adopted the open borders provisions.

    It looks like the travel ban only applies to the 26 EU countries, not to European countries outside the EU like Switzerland, Liechtenstein, Norway, Ukraine, Serbia, Montenegro, etc.

    Israel has not banned travel from overseas, but requires travelers from ANY other country to undergo 14 days isolatiom when they reach Israel. El Salvador, which has no known cases yet, has banned travelers from any other country.
