Car Rental Insurance for Credit Cards

I hit a deer in a rental car in the US a while back. I had used Amex. They took care of everything.

I was in England & Ireland in April & May 2008.

In Ireland, Thrifty/Dollar required you to buy their insurance (cost as much as the rental portion) UNLESS you should a letter from your credit card company stating they covered your car rental.

I started reading over some of my credit card websites and it looks like some exclude Ireland. I have all the major cards. Does anyone know which cards include car rental insurance for Ireland.

Or do I need to upgrade my American Express to one of their more expensive programs with benefits like car rental insurance/baggage loss etc.

Ireland is one of the countries that is specifically excluded by VISA. along with Israel, Jamaica, and Northern Ireland.
