If so that would make a bit easier to use carry on versus checking in. I see the stewardess hang them for first class in the cabin but can every one bring them on board?

Yes, I used to take one when I traveled for business. It's better if the flight attendants will hang it, but garment bags are pretty well designed and the clothes weren't really wrinkled even if the bag stayed folded for an entire flight--I just had to remember to take the clothes out and hang them as soon as I got to the hotel.
