I made two trips to Italy last year and pre-paid my car rentals, so the only thing owed should have been road taxes and gas if not returned full. I have never returned a car not full of gas.
Last July I picked up at Rome Airport and returned at Rome Train Station. I filled the car prior to entering Rome out by their Beltway and dropped everyone and bags off at the timeshare in the middle of the city. The needle had dropped off of full so I knew I had to get gas. I filled the car to overflowing 4 blocks from the train station at the only gas I saw, one of those pumps on the side of the street where you had to buy at least so much gas as there was a minimum bill the machine would take. I turned in the car and was charged road taxes. A couple months later I received a charge on my card from Hertz Italiana Spa (Spa is not a SPA it's like Co.). A few weeks later I received a bill for 4 liters of gas and a hefty fill up charge/penalty. I wrote to Hertz USA and Hertz Italiana Spa. They wanted a gas receipt. I said the pump didn't produce one, told them where I had topped off, told them to check my rental record as a GOLD member and see where I had never returned a car less than full. They said no. Back and forth a couple times by email, stonewalled. I finally wrote that they had already spent more administrative effort than the bill was worth and that I would contest with my credit card where it would cost them even more, they finally said that they would not refund the bill but would give a a one time good faith 'credit' for the amount.
Last December Italy again and the car reservation had been booked/pre-paid prior to the above incident. Turned in the car at the airport after having filled the car two miles from the airport, filing the receipt in my passport. Got charged for road taxes at the airport.
Feb09, next international trip, cleaned out my passport. Seven weeks later, four months after my trip to Italy I see a charge for similar amount to first experience on my CC, no bill has ever arrived. Forget Hertz, I gave the above stories to my CC and within three weeks they said that they had researched the transaction and credited my account.
Hertz Italiana Spa is a bunch of crooks, this was two separate locations in Rome with rentals five months apart where they fraudulently charged my credit card way after the turn-in for gas that I didn't need as I had returned the cars full. Beware of Hertz Italiana Spa.
