It will definitely increase the value of points to their current owner since the replacement cost will be much higher.

They won't be worth more to other owners since the sales price will be much higher, too, to get the same benefits.

My understanding is (someone correct me if this is incorrect), is they come from the same pool. Whether they are qualified or not simply depends on the price paid during the resale.

Yes, you'll have to pay at least $1.25 per point for those 24,000 points.
Unless you can find a sales manager that can "make" it happen for less than $1.25 per point.
