I signed up with Bluegreen because I could see clear indications they try to listen to the owners, and there are still pretty strong indicators of the same. When I bought in, they had just changed the rules from being able to reserve individual days at seven months out to being able to reserve at eleven months out, which I think was totally to the benefit of the peon majority (even though some big points owners don't like it), and of course they've just agreed to the three things people were most screaming about (no MF increase, fitting wifi into the regular charges, and no pets).
In theory I agree with your position, but I'm not sure how a points system could ever hand everything over to the owners because you're dealing with such a huge group, spread all over the US and elsewhere. The voting system seems the best approach, so long as absentee votes are counted for a quorum.
