Having done a successful trade into Disney for Oct 2011, just before BG changed to the current approach, here is the advice I will give...
DVC members can book their home resort at 11 months out. They can book at other DVC resorts at 7 months out. If you know when you want to go, look really actively around these windows 7 or 11 months before your anticipated visit. It can take a couple weeks to process the deposits before they are visible, and if I remember correctly the DVC listings tend to appear on Tuesdays. The ongoing search will automatically match a deposit to your request and hold it for a short time (a day or 2) or until you release it if it is not what you wanted. This is really advantageous for high-demand locations like Disney so you minimize the risk of missing something just because you looked away for a little while.
If you want to do the dining plan, you can take your pick of the plans offered, but as someone already noted, they are not discounted.
If you plan to eat at most any of the table service restaurants that require reservations, or for character dining, you can make dinner reservations starting 6 months before your check-in date. At certain high demand times or locations, the reservation board will fill up fast.
