    Yes, that's my point. Even if you did send them back, what are you approving or disproving. In the end, you don't have control and since they don't say anything, all they do is approve what the developer wants anyway. They must be required by law.

      Actually the way it's written into the bylaws of most timeshare organizations, they must get a certain percent of the proxies back or have the requisite attendance for a quorum. If the don't get it they usually have to mail them out again and this time the limits are much less. Who loses out again, the owners who had to pay for an extra mailing. There's no way to win while the developer is in control.
