While I would certainly welcome the ability to deposit a Club Sunterra reservation into an independent, the Sunterra system works very well as it stands and I have been working it since its inception in about 1998.
The sites you refer to are full of people who believed salesmen's lies and half truths. They got what their contract said they were getting. Those sites have nothing to do with "Using Independents for exchange" and if these people are so unsuccessful in booking anything for themselves, how do you expect them to book anything that would have value to an independent exchange company???
I was recently disappointed that I couldn't get Italy next summer booked at 10 months to the day. Nothing was left because European owners have two months to book before I can. So somebody over there got the reservation I wanted, someone's happy (but not for 20 points).
