How can Bay Lake Tower be so much lower? Is this a temporary thing to try to induce people to buy there?

It did look nice during my last trip a few weeks ago.

Bay Lake requires significantly more points per night. The cost of a 2BR unit is roughly similar to the others (but perhaps still a shade lower.)

Developer subsidies on maintenance fees...

It's not uncommon for developers to have subsidies in place for new resorts that will help depress the annual cost for owners. These subsidies help keep fees low to encourage new sales, and will normally be withdrawn after a few years when sales volume levels out, or when the developer wants to encourage sales at another location.
