For those whom have reservations that were booked last year, but for this year, you can still get out of the fee, but you have to stand your ground. They will refer you to the Guest Certificate secion of your membership guide on page 140 as the justification of why you have to pay.
You need to refer them to this section on page 141, especially the last sentance.
At first even the supervisors insisted I had to pay this fee, but once I pointed this section out, they waived the fee with no other argument.
If I had to guess, I bet they attempt to charge everyone, and only relent to those whom know the rules well enough to point out they are wrong on this issue. I would best the vast majority of people whom should not be charged will never question it or know they should not have to pay.
