I think I can get a decent deal on an HGVC Sea World. How do I go about verify the ownership of this owner and their maintenance fees?

It's a 5000 point Gold package. The MF seemed a bit high.

HGVC generally charges the same MF for any size unit regardless of season. However, the purchase price per point tends to increase with the Platinum vs. Gold. You need to consider the total cost over your expected usage period. You may be better off buying Platinum in the long term.
