In II, Why will Marriott Harbour Point pull every HH resort EXCEPT Heritage Club?

I'm baffled. A non-Marriott week will show me the Heritage Club weeks, but my Marriott week will not show it to me, BUT I see just about every other HH Marriott week!
Please-- your thoughts?

I have heard/read that II sometimes hold back certain Marriot inventory for non Marriott owners to exchange in to. So much for Marriott preference. But they make promises to other non Marriott resorts that their owners will have access to some prime properties. Though perhaps they aren't making the other prime properties available to your non Marriott.
