What you might have missed is that lock-offs are similar now to the Starwood model of a large 1BR and a small 1BR instead of a 1BR/studio combo - BUT - u r right in that this is NOT new news - these units have already been built and sold at Shadow Ridge - and have been occupied at least 6 months - it is called the 'Enclave'

But you see, this is a different type of lock out. It actually locks you out. Really. There is no way to get into the unit without making another developer purchase while you are there. New marketing and sales innovation in a bad market.
