WM Housekeeping Credits Question

This morning I was making a group reservation for next year. I was one HK credit short for the trip. I told them that I had a couple of HK credits in my other WorldMark account and asked them to transfer it over. They said they were unable to do that and charged me a housekeeping fee.

Why can I buy from someone else a HK credit and have it moved to my account, but cannot transfer one from account to another that is mine?

Do I need to go through owner services instead of reservations to transfer the credit?

Can I go back and add a HK credit from either my account(if they let me) or from someone else and have the housekeeping fee returned to me?

The person on the line even went to her supervisor to see if she could transfer it and was told no.

you can transfer housekeeping tokens between your accounts. There is a form to do it and it must happen through owner services. It's not that they can't do it, you must use the pre-defined method for doing it.

Yes, you can transfer the housekeeping token to your account and ask that they replace your credit card payment with the HK token you transferred into your account. You can also borrow a housekeeping token unless you've already borrowed it.
