If your main purpose is to exchange, the MF now is around $5/k range. And I will guess if the MF is correct, that include the FSP membership fee, so if you later decide to add more (another 111k so over 300k), your avg cost will lower a little. So it is acceptable.
In exchange, you need flexibility. Sometimes, it means you will take the time slot when most people don't want be there. Don't know where you plan to go, but I believe there are a few people that bought SA property mainly for exchange, so I will guess SA has good avail even in acceptable time slot.
Otherwise, if you plan to use RCI, you are looking at some exchange that maybe a little better than avg. Since FF only give out generic or some random week they give out. The problem for that is, you almost are guarantee not get the max trading power week. But if you accept that, and believe you can travel to places at time slot most people can not go or don't plan to go, you should have no problem.
If you use other exchange company, you can pick your week to make deposit, then you have better control what you will put and better expecation on what you will get. Some exchange company actually does not have that problem in trading power, so if you find the exchange company that can provide you enough international exchange, you can work there.
For RCI exchange, you will deposit probably 28k, 70k, or 105k (I don't think 154k works 1/3 better than 105k), than means you probably get 2 week exchanges. So your current cost is about MF + exchange fee is about 1,100. and if you squeeze it, you may get 3 weeks woth about 1,300. Then adding the opportunity cost and potential sale loss when you done with it and try to get rid of it. If your current budget for lodging for 2 weeks is around 2,500 total, and you believe the exchange company provides you with the similar quality, it is a good deal from my point of view assume the closing cost is included. It is not great deal because you very likely will not use any of the FF resorts through their internal trading. And if you purchase some international resorts, you should get better trading power with similar MF or lower MF and better control of your exchange power. But if you can not go, you should be able to rent out the point and get even with your cost.
