Spence since you are a Mod in this forum all you do is click on the above drop down menu and then go to edit thread, There is where the title gets changed.

As always, I could be wrong, but for us peon moderators it only offers me the chance to alter a post title not a thread title. Please be more specific.

I believe that you have the capability to change titles but ONLY in forums that you have moderator responsibility for.
