When trying to borrow weeks on a Bi- or Tri-annual timeshare, is that done through II automatically during the exchange process or do you need to contact your timeshare company before doing the exchange?

That is 100% up to the timeshare company, if they happen to permit it. The easy way to check on this is to see how far in advance anyone can reserve a week. For most companies it is on the order of 12 months. A few exceptions allow up to 24 months.

Frequently, the timeshare company will require that maintenance fees (perhaps based on this year's rate) be paid now for the future year's usage before they permit it to be deposited.

FWIW, you aren't "borrowing" it. It is yours to use, and giving it to II counts as your use of the week in the eyes of the resort. You aren't going to be able to give it back, nor are you going to be given another week by the resort to replace it once you have given it to II.
