How come some resorts are available as getaways for the weeks I want but not available as exchanges, that means that those units are empty if they are available as getaways is that right?

Getaways are made up of two things: separate rental inventory obtained from developers and hotels, and exchange inventory that is either low season or last minute. There are probably some exceptions, but that's the general rule. The exchange inventory will appear in both Getaways and Exchanges. The rental inventory is separate, II is acting more as a travel agent for those than an exchange company.

eta: also, fyi, Getaway rentals are simultaneously offered on a couple of different sites. Like any hotel room, if not rented it will remain empty.
