Does the 1 in 4 apply to rentals too?

Does the 1 in 4 restriction in RCI apply to rentals as well?
And if you have done an exchange already are you restricted from renting instead of exchanging?

I think it depends on the resort. Some specifically say that the 1 in 4 applies to Extra Vacations as well. If it is not explicitly mentioned, I think the general rule is that is does not apply to EV.
