It's not and you don't have to pay- unless you want to be an RCI member. You seem to have a unique propensity to over talk everything until it brings you to a state of confusion.

Ah, confusion.
Brought about by 25 years with RCI maybe.
Typical RCI-doublespeak.
First they say, "Your RCI membership is a separate legal asset from your timeshare property."
Then they say they want $98 when you give your timeshare to someone else, which they just said is a separate thing.

I've sold/given away 5 in the last 2 years and added 3 into RCI. There is no transfer fee for a weeks membership. The new owner just needs to pay for the new membership.
The 3 that I added to an existing account required no form and no fee. I called up and asked to have the weeks added. I gave the info on the resorts. It took about a week to verify and they appeared in my account.
I bought one week last January that I sold a couple of weeks ago. It came with 3 years of paid RCI membership and 3 years of banked weeks. I had to pay a single $98 fee to have the membership and banked weeks transferred. I then transferred the credits into my other existing account, no fee to do that and cancelled the RCI membership and applied the prorated refund to my RCI points account. Easy peasy. This is the only one that needed the Transfer form and fee.
The new owner doesn't need your signature on any form to set up an account once the deed is registered. The membership doesn't need to be started immediately unless the new owner wants to deposit immediately and/or search for rentals.
