This group of people is probably economically sensitive to fees. If trading a timeshare (including RCI fees) ends up more expensive than Airbnb, renting on redweek, etc, eventually people will give up their timeshare.
2) People who are trying to recover something for a timeshare week they can't use
For this group of people, the timeshare week is a sunk cost, and so even a ridiculous trade fee is a relatively good deal to them. This group of people will always exist (someone who owns a fixed week they usually use, but have a conflict this year, for example). However, it probably isn't a big enough group to keep RCI going.
Group (1) is the where RCI is at risk, imo. An even trade used to be a good deal with RCI, where you were paying a fee to them effectively for variety. Now the fee is getting big enough where that is a pretty expensive proposition.

In short, in most cases timesharing is not the best deal now.
That is because things in the lodging marketplace turned out the opposite of the fake news used by sales weasels last century.
