Why shouldn't it?? If you have booked an exchange now it is not available to anybody else. If your exchange is booked, say for June 2008, and you cancel in May 2008 why should you retain full trading power if you have done nothing to protect it?

With My II Nola Cancellation. I of coarse lost my exchange fee. I got my week back but since I have a great II rep, She was able to get me into a 2 bedroom in Aruba for the same time slot. Now this was with in a 30 day window so I am not sure if trading power had anything to do with the trade. I will say she worked hard to get me something that I would be happy with.

I needed a 2 nd unit in hawaii so about 6 months out I booked a great week with one of my tiger traders. I purchased the protection. Since I know that there are usually a lot of weeks available on short notice, I kept searching and used a deposit that would have expired 8 months earlier than my tiger, was deposited at the last minute and had absolutely no trade power.

I booked the same resort that I had used my tiger trader for originally, cancelled the week I got with my tiger, got the $49 credit & got my tiger back & the trade power is un-diminished.

All in all it cost me an extra exchange fee but in the big scheme of things is worth it. I have an additional 8 months to book an exchange & may actually have a chance at a good exchange. I wouldn't do it every time but in this case I could justify it.

          Avery,
IIRC, you DO get your week back on a short notice, say 14 days out, cancellation with RCI (without their 'insurance'). Won't be worth much though. You could also pay RCI an extension fee and extend it for 3 to 9 months (or something like that).

There are very few circumstances where it is viable to buy their ins. If had had an elderly parent who was not in good health I'd probably do it.
