That's pretty much a real-life situation for a lot of things. People who do bad get punished only if they get caught, at least in this life.

I choose C. Renting to family and friends for your costs should be allowed. I cannot imagine family and friends turning me in, but if they complain about their/my exchange and that particular unit, then talk about how much the unit cost, that could be really bad.
What goes on between you and yours, or my and mine, not anyone's business. Not even RCI and not II.
Renting on ebay or on redweek as though the week is your deed, not okay with me. Buy points if you want to do that. I assume that with most points systems, aside from RCI, you can reserve what you want within the system and rent it as though it is yours because you own points. Is that correct? I am talking about Bluegreen, Hilton, Fairfield, where the exchange companies are left out of the loop.

I assume that anyone that voted before you zeroed out the votes also cannot vote.

Here is my philosophy:
1) I believe that exchangers should ALWAYS be able to rent out their exchanged weeks. They put something in of value and they are taking out what is supposed to be an equal trade. If the trades are even, then the profiteers won't come in because they are paying an exchange fee for an equal trade. Even trades means no profit. If the trades are uneven, then it is a flaw in the exchange system and it must be fixed. The ability for entrepreneurs to rent weeks puts accountability on the exchange company to truly create a like for like exchange system. Restricting rentals by depositers makes exchange companies lazy.
2) Exchange companies should NOT be able to rent weeks for profit at all unless they pay cash or equivalent for the week upfront. They should rent the weeks at whatever the market will bear, take out their exchange fee and use the rest to buy weeks to put back into exchange system. That should start at the 60-day mark and the weeks should be auctioned off on eBay and advertised actively. Those advertisement fees can be taken out of rental fees.
3) Exchange companies should be able to rent weeks for anything they want if they pay for the weeks upfront with cash.
There is no reason why exchange companies can't transfer right to use rights to exchangers. It's simply a matter of a term and condition. And, I don't buy the argument that renters are a greater risk than exchangers.

I agree with what Bocca has said here and and can't really pick one of the choices given in the pole.
When one puts a property in the exchange pool it should only be taken out by an exchange, but, after somebody does an exchange they should be able to use it or rent it or whatever. Only the exchange company should be banned from renting weeks that are put in for exchange.
