I have a "Free" RCI Weeks account associated with my Fairfield timeshares. If I purchase a timeshare that trades with RCI and I am assuming it would fall into a RCI Points account, do I have to get a separate RCI account and pay the annual membership fees?

If you buy an RCI points resort
then hopefully the points ownership transfers. Many don't so be sure your does.
Then, the answer is Yes , you will need to pay the annual points membership and will receive another weeks account.
