    The 1 in 4 is definitely more restrictive. I guess how I see it as giving owners priority is what 4ARed said. It makes the available inventory only available to a select few. It just means you have to be one of the select few to get it. I

    I would agree that the 1 in 4 is counter to exchange interests if you're on the outside wanting in. I guess I just accept that there's discrimination. (A tangent to this is how some exchangers may never get the oceanview at a resort as the preference is given to owners - again can be considered a perk of owning as opposed to exchanging )
