RCI is also bigger---by a lot---and so even if the rate of screw-ups was the same, naturally you'd hear about it more for RCI.
That said, whatever mechanisms RCI uses to make sure that deposited weeks are available could probably be strengthened. For example, a penalty assessed to an owner (or a resort) that "mistakenly" deposits a unit would cut down on a lot of this, if it really is someone else's fault.
