Where can I read about RCI points?

I am an II member. I do not have any RCI resorts, but I am couris about RCI points and would like to learn how the system works. Anybody have any good links?

Also, what is a good point to maint fees ratio? If I buy a resale RCI points TS what is a good price / point.
