How does this system work?

I was looking at some available exchanges and when i tried to hold a week, it said I would need to upgrade my membership to do so. What are the different levels of membership and how do they work? What kind of weeks does DAE take, how far out do they have to be deposited, and can you exchange for a different size unit? I can't find this information on the FAQ section.
