HTSE Inventory List Question

I am very interested in becoming a member of HTSE. I have seen some wonderful exchange opportunities on the list just browsing as a guest. However, I don't see how you can exchange on-line. My question is do we have to call to inquiry whether the exchange is still available and are there restrictions in getting an exchange on the list?
