    It's finished raining cats and dogs just in time for the frogs and toads to come out and celebrate.

    The frogs are the leaping amphibians of the Calaveras County Fair that were immortalized by Mark Twain. The Jumping Frog Jubilee is part of the May 17-21 fair, which will open by dedicating a Heritage Rose Garden just inside Frogtown's main gates.     The "toads" actually are the reptilian variety, courtesy of Coalinga's Horned Toad Derby May 26-29 in the southwestern Fresno County town better known to L.A.-bound drivers as an exit from Interstate 5. In addition to the headlining horned-toad races, there are such small-town pleasures as carnival rides, a downtown parade, firefighter water fights and a barbecue.
