    I see Wastegate's Seagull is one of the ones that want that money---that alone is a big red flag.

      Have him put all his assess on a trust controlled by state, which should have value close to whatever he can borrowed. Then have him to sign a contract that allow the state to manage his company and replace him when it is necessary. And state can hold right to sue him to cover all the loss if any, or regulate how much he can take back as salary and bonus. Which is the same as what today's bail out fund does.

      That can have a chances of win-win.

        Well, that's just great. I've got 7 years to go for my 30 years in the FRS and the one "solid" thing I was counting on, they are going to screw up.
        I guess I'll be working the rest of my life if they get their way.
