Maui is the place. I think rafting is the way to go. The raft holds about 30 people.

In low tide it can be a little hard to get in and out of the raft. Not a problem for most but could be hard for someone that needs help walking.

Looking back at another Whale Watching trip we used Maui Adventure Cruises and had another very good watch. It has a slip in the Lahaina Harbor, front row, Slip #11. It is not as hard to get into the raft as Captain's Steve's Rafting.
