I would avoid her as much as possible, but if you have to have any contact I would get documentation such as tape, video, etc. to show that she is crazy. If she approaches you in your home or yard, I'd call the police and get a restraining order. I think talking to the other neighbor might be helpful too.
Does she have any family living with her?
